In the campaign of MW2, they really went over-the-top compared to MW1 (which is why many people claim that this was the beginning of when COD started its trend of trying to be more over-the-top with each entry). and they just happen to be Russian because why not? More often than not, they are just extremist terrorists whose agenda is to make the world pay for something that has happened to them or took their ideologies too far to the point of fanaticism.
